Moon Halo. what is it and what is it called?

have you ever seen the bright ring of coloured light around the moon when it is particularly bright? its like a haze of oiley coloured light that forms a thick band around the moon when its full or nearly full. ive only seen it a few times on clear nights with no cloud cover. what is it and what is it called?
