The HOA may have restrictive covenants to owner occupancy ownership as it relates to renting/leasing.?

What does that mean? I want to buy a hud home in Indiana to rent out. This home says it's for owner occupant, government agency, and non forprofits. It then has the above statement? What does that mean??
